DACKS completes the open inspection of berths

On the afternoon of September 19th, the inspection team, composed of the Provincial Port Office, the City Port Office, Dalian Customs, Liaoning Maritime Bureau, and the Provincial Entry-Exit Border Inspection Station, completed the open inspection of our company’s four outfitting berths, one materials berth, and two dockside berths. They agreed to officially open all the berths of DACKS to the public, marking our company as one of the second batch of six enterprises in the Dalian area to obtain port opening after the Liaoning Port Group.

In July 2022, to thoroughly resolve the historical issue of outstanding procedures related to foreign-related ports across the city, the Dalian City Port Office took the lead in promoting the handling of port opening procedures citywide. Seizing this opportunity, we formally initiated the dock opening work, completed the external opening procedures of the dock shoreline, and ensured lawful and compliant operations.

In October 2022, we established a Dock Opening Promotion Leadership Group and a Working Group. The Leadership Group was led by the company’s Party Committee Secretary, while the Working Group was composed of departments such as Procurement, General Affairs, Engineering, and Safety & Environment. Over the past year, with the concerted efforts of related departments within the company and the support and assistance of Customs, Maritime Affairs, Border Inspection, and Port authorities, the Working Group actively coordinated with multiple parties. They completed the preparation of documents such as the “Dock Opening Feasibility Report,” “Dock Pollution Prevention Capability Report,” and “Port Facility Security Assessment Report.” Meanwhile, they also installed 1700 meters of permanent fencing, arranged 300 meters of mobile fencing, set up six intelligent card access points for pedestrians and vehicles, one mobile card access point, added 11 video surveillance points, and invested in pest control and other hardware facilities within the port restricted area, ensuring the company met the conditions for dock opening inspection in the shortest time. Additionally, according to border inspection requirements, our company commissioned a professional software company to develop a vehicle and personnel entry and exit management system. In the future, our port’s restricted area will be interconnected with the border inspection system, truly achieving intelligent control.

 The successful passage of this dock opening inspection conclusively resolves the long-standing issue of foreign vessel procedure handling that has troubled the company, simplifies the approval procedures for materials transport ships docking and for the trial voyages and launching of new ships, provides a guarantee for the smooth progress of various main production businesses, and also strongly supports the company in promoting compliant operations, refining shipbuilding business, expanding and strengthening our leading industries, and ensuring sustainable high-quality development of the enterprise.
